Chairman of the Board

Professor Martin Partington CBE, QC has been Chair since May 2010.  An Emeritus Professor of Law at the University of Bristol he worked at the Law Commission until 2008 as a specialist consultant on housing law.

Chief Executive

Steve Harriott has been Chief Executive since September 2010 following a period of management consultancy.  He has worked as chief executive of three housing associations as well as chairing a housing association and a regeneration charity.

Senior management team

Chief Executive: Steve Harriott BA (Oxon), PGCE, MSc, FCIH

Resources Director: Nick Hankey ACA, ACMA is a qualified accountant who joined TDS in September 2011. He has held a number of senior finance director posts in the private sector. 

Head of Adjudication: Mike Morgan is the Independent Case Examiner.  Having trained as a solicitor Mike worked in Trading Standards and at Qualitas, the Furniture Ombudsman.

Business Development Consultant: Malcolm Lindo FCA has been involved with TDS since it was founded.  He is a qualified accountant, has worked in a number of not for profit organisations and is a finance consultant. He is also a TDS Board member.

Head of Member Relations: Ben Beadle
Ben had spent eight years in lettings and property management before he joined the TDS adjudication team as a Casework Scrutiny Manager.  In 2011 he became the Scheme’s first Head of Member Relations with a brief to further develop TDS’s work with member firms.

Disputes Administration Manager: Angela Dickens has worked at TDS since the start and is responsible for the early stages of the disputes administration process.

Financial Controller: Maureen Fitzgibbons has a background in financial and office management and has also worked at TDS from the start.

HR Manager: Josanne Leon has extensive experience in HR, most recently in the lettings sector.

Corporate Services Manager: Kim Twyman has a background in Lettings Agency work and is responsible for special projects and the management of the TDS Call Centre.

IT Service Delivery Manager: Alan Maughan has extensive experience in a range of private sector organisations in an IT service delivery management role.

Adjudication team

The adjudication of disputes is overseen by the Head of Adjudication/Independent Case Examiner. He is assisted in this work by a number of Deputy Independent Case Examiners, Casework Scrutiny Managers and employed Adjudicators.

In addition TDS engages a team of up to 40 freelance adjudicators.

Mike Morgan (Head of Adjudication and Independent Case Examiner) heads up the Adjudication service.

Alison MacDougall (Deputy Head of Adjudication) was previously a Member of the Police Complaints Authority (2000-2004) and an Adjudicator in the Office of the Independent Adjudicator for Higher Education 2004-2007. She has also been an Associate Investigator, Parliamentary and Health Service Ombudsman since 2005.

Alex Britchfield (Deputy Independent Case Examiner) was involved in day-to-day property lettings and management for over 10 years. He is a Fellow of the Association of Residential Letting Agents.

Maldwyn Jones (Deputy Independent Case Examiner) is a qualified Chartered Surveyor. He spent the first stage of his career in general practice before moving into sales and lettings.

Elizabeth Knight (Deputy Independent Case Examiner) was previously a senior investigator at the Financial Ombudsman Service.

Sandy Fisher (Deputy Independent Case Examiner) qualified as a solicitor and worked in private practice specialising in commercial and residential property. She has also advised at a London Law Centre on all matters to include the small claims court process and various housing and consumer issues.
